INSPECTOR GENERAL OF POLICE’S SPEECH DURING THE OFFICIAL OPENING CEREMONY OF THE 27TH POLICE COUNCIL MEETING HELD AT POLICE HEADQUARTERS ON 23RD NOVEMBER, 2023.

  • The Honorable Minister of Internal Affairs;
  • The Deputy Inspector General of Police;
  • Chief of Joint Staff;
  • All members of the Police Council;
  • Distinguished guests;
  • Ladies and Gentlemen. 

On behalf of the Uganda Police Force (UPF) as well as on my own behalf, I take this opportunity to welcome you to this 27th Police Council Meeting. The Police Council convenes annually to: –   

  1. Review the Force policies in line with its mandate.
  2. Assess implementation levels as well as missing links
  3. Recognize achievements and formulate strategies to overcome the dynamic policing demands of the ever-changing environment.

Building on the guidance offered by His Excellency the President during the recent pass out ceremony in Masindi, the institution has formulated the theme “Consolidating modern pro-active community Policing through technology for a secure and prosperous society,” for discussion in this 27th Police Council Meeting.  This theme is more critical as we operationalize the sub-county Policing model that is aimed at improving the quality of services that we offer to the public. 

Honorable Minister, our overriding purpose in this year’s Police Council is to raise the ambitions of our commitments to keep within reach our goal of modernizing policing through Science and Technology. Therefore, your personal presence to open this Police Council meeting demonstrates the priority that you place on the role of science and technology in the transformation of our Policing activities.  

Sir, this meeting is for two days and will be packed with discussions on how to create concrete plans of consolidating modern pro-active community policing through science and technology for a secure and prosperous society.  

The UPF Management realised that technology is now the lifeblood of modern policing survival. As we transform from policing a non -digitalized population to a digitalized and sophisticated crime environment, we need to find and adopt new digitalized and scientific solutions to policing.  Therefore, as Uganda Police Force, we must embrace and adjust to the new ideas, new systems and new science and technology in policing our population and managing our human resource.

As I conclude, I express my gratitude to His Excellency the President for his continuous pursuit of scientific and technological advancement in policing.

I also acknowledge the efforts of the Ministry of Internal Affairs staff under your able leadership, for continuously implementing programs that create solutions to address the institution’s pressing problems on scientific Policing. 

Sir, rest assured that the UPF Management wholeheartedly supports these initiatives and assures you of its firm commitment in championing the development of science and technology in Policing and Human Resource Management. 

With the above remarks, I invite you to address the Delegates and officially open the 27th Police Council Meeting.
