PROVISIONS FOR SECURITY IN SCHOOLS

Introduction:
The role of every citizen is stipulated in the constitution of the republic of Uganda 1995, ART 17, you are mandated to co-operate with lawful agencies in the maintenance of law and order. Even in the education statutes, authority is vested in the heads of various education institutions to ensure the safety of the movable and non movable resources.
Where as the head teacher or deputy head teacher may be entrusted to over see security in such organization, it is a common practice that some institutions stipulate roles without:

 

  • Establishing whether one is skilled.
  • Ventures to conduct security meetings.
  • Deploy local guards without background to security
  • Conduct security inductions to any individual(s) venturing to secure him/ her self and others.
  • Clear procedure lay to ensure safety precautions met.
  • He/she cannot advise his/her boss about the likely security challenges.

Thus time and again our institutions have become soft targets due to;

  • Business rivalry/ school politics.
  • Revenge spree.
  • Desire for ransom.
  • Thrill/ excitement.
  • Religious motives among others

Common crimes / problems

  • Arson
  • Drug abuse
  • Unnatural behaviors (lesbianism/ homo sexuality)
  • Terrorism
  • Incitement to violence due to misunderstandings among the school administrators
  • drunkenness
  • Torture
  • Defilement
  • Thefts
  • Embezzlement among others.

Requirements to the School Administrators:

  • Establish vibrant security committee.
  • Ensure recruitment of skilled guards and provide opportunities for induction.
  • Conduct regular security meetings to ensure vigilance of every body.
  • Provide strong perimeter walls that can not be infiltrated by intruders.
  • Provide physical check points at the main entry.
  • Establish visitor’s books and tags.
  • Establish security clubs
  • Provide enough security light for visibility at night.
  • Routine checks be conducted in dormitories.
  • Procure and install security gadgets such as smoke detectors, CCTV’s, automatic fire extinguishers.
  • Detect development of queer behavior among the staff, students and non staff members.

Don’ts:

  • Do not expose the water tank (s) to every body.
  • Unwanted material / substances must not be allowed in schools.
  • Electric meter, poor wiring systems needs to be controlled.
  • Allow strange persons / intruders in schools.
  • Allow non staff to the cooking points.

The Police - School Relations:

  • Approval and advice on the school plans and operations.
  • Constant visitations and interactions
  • Training and orientation of security personnel.
  • Supervision of security arrangements and structure.
  • Constant security talks to security committees and students community.
  • Provide security incase of need.
  • Respond to emergencies.
  • Linking the police patrols with school guards.
  • Establish telephone contact of your nearest police commanders and Share information on security needs.
  • Promote adherence to the law among the members of community to foster partnership with the police.
