What is community Policing?
This is a new method of policing where by police officers get to know the people, listen to them and work with them to solve crimes.

What difference does community policing make?
Focusing our attention away from responding to crime incidents to preventing them whatever possible.

Community policing stresses that officers need to build relationships with all members of the community so that we can work together to look beyond crime incidents and identify underlying problems and in the community. That will help us to prevent crimes from occurring. It won’t happen overnight… it will take some time to build some trust and to learn how to work together.

If we work together to identify the problems and try to understand why they are happening, then we can work together to prevent crime and to solve those that do occur.

CORE IDEAS OF COMMUNITY POLICING
When community policing works, both community and police benefit from the improved relationship.
There are two ideas that frame community policing, first community partnership. This means that we need to develop a trusting working relationship with u the community members.
Secondly, problem solving. This means that we work as a team with the community so that the real problems are identified, understood and resolved.

Community Partnership
The partnership is for the community members and police to work together to improve public safety in the community, that means we need to build trust between us.
By knowing each other, we will have more trust and communicate better.
If we understand each other better, our task of protecting the community becomes easier.
If we work together, the community will be safer for all of us. Not only safer but a better place to live.
All officers can find active ways to have more active interaction with the community. Remember it’s the partnership where we work together to improve the safety and quality of life in this community.
Community policing allows the solutions for each problem to be specific to what will work in the community. The best solutions will be the ones that improve safety, decrease community fear and strengthen the trust between police and the community.

Crime prevention
Uganda Police today is using crime prevention as the heart of community policing. And what the community wants most from the police is for crimes not to happen! They want crimes to be prevented.
Until a few years ago, police officers saw enforcing laws as their primary role. Crime prevention was a specialized function; a lot like community policing relations… they did it to keep a good public image.
Now we have come to more fully realize that crime prevention is our main objective. One way to achieve this is through community partnerships that identify and solve public safety problems.

POLICE
Every officer should look for prevention opportunities in every police activity. Crime prevention and a healthy quality of life in the community is the expected outcome from community policing.

COMMUNITY
Many community leaders have a great fear of crime than the actual level that occurs. However fear breeds more fear. The more fear of crime that exists, the more vulnerable to crime the community feels. And this vulnerability often leads to more crime. This is called the “circular effect of fear on crime”. The increased police involvement and communication with the community members decreases fear of crime.
Community policing is a new Uganda police’s philosophy and organizational method to provide more effective police services to the community.
